Salary: This is a full-time, 12-month, 232-day position with a minimum annual salary of $135,000.00 ($581.90 per day).

About Region 13
Region 13 is part of the State of Texas Education system. We are a non-regulatory agency; our relationship with school districts is collaborative and supportive. We are a group of about 275 employees that share the purpose of helping teachers and administrators in their roles as educators of our children.

We also serve as a liaison between the Texas Education Agency and local school districts and charter districts by disseminating information, conducting training, and consultation for both federal and state programs.

About Academic Services
Academic Services is the largest division at Region 13 and is responsible for providing direct service to districts and campuses. There are multiple departments and grants that fall within the division and as a team we share the common goal of offering the best products to our clients. Academic Services is funded by both state and federal grants as well as revenue generated by the various departments.

About Our Leadership Structure
The Executive Leadership Team is comprised of the Executive Director, and the Chief Deputy Executive Director, and additional division-based Deputy Executive Directors. This team meets regularly to establish priorities and discuss the direction of the center.

The Leadership Team, under the supervision of the Deputy Executive Directors, manages the daily operations of the various departments within Region 13. This team usually meets once a month.

Job Summary

As a member of the Executive Leadership Team, the Deputy Executive Director of Academic Services develops and implements the strategic vision and direction for the center. The Deputy Executive Director of Academic Services provides leadership and oversight to the Curriculum and Instruction departments, Child Nutrition, the Educator Certification Program, the Special Education Component including Student Support Services, and the Statewide TEKS Resource System. This position also works to cultivate relationships with our clients (Superintendents, Assistant Superintendents, Curriculum Directors, etc.) in order to understand needs and develop products and services accordingly.

Qualifications (Knowledge, Skills, & Education/Certificates)
  • Earned doctorate preferred
  • Valid Superintendent Certification preferred
  • Ten years of supervisory/administrative/management experience in school administration, including knowledge of curriculum and instruction and testing
  • Demonstrated management, leadership, and communication skills
  • Strategic planner who can forecast program needs in a variety of service areas with a sound understanding of designing, developing and implementing program modifications
  • Demonstrated ability to develop and manage the implementation of complex, multi-phase plans
  • Thorough knowledge of federal and state regulations, compliance, and initiatives
  • Ability to build positive relationships, maintain visibility, and work collaboratively with stakeholders at all levels (i.e. Region 13 staff, district staff, TEA staff, vendors, etc.)
  • Demonstrated critical thinking skills and the ability to analyze data, identify trends, and develop solutions for identified gaps

Major Job Responsibilities/Essential Functions
  • Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration and discretion in all interactions with other members of the educational community and with the public
  • Maintain or develop and maintain a high level of expertise in Curriculum and Instruction, Child Nutrition, Educator Certification, Special Education, Student Support Services, and Statewide TEKS Resource System and deliver program updates at various meetings
  • Innovate with division leaders to create products and services to drive revenue
  • Align division objectives with the Center's mission, vision and core values
  • Ensure that quality services are being provided by all division staff members and that these activities follow applicable program and financial guidelines and fall within center policies and procedures
  • Make policy recommendations regarding operation of the division
  • Develop and deliver presentations and trainings as needed (School Board Training, Regional Advisory Committee meetings, etc.)
  • Keep abreast of local, state and national legal changes or factors influencing or having potential influence on center efforts
  • Share decisions and rationale of the Executive Leadership Team with division staff in a timely manner
  • Perform other duties as assigned

Supervisory Responsibilities
  • Supervise multiple department leads within the division
  • Ensure that a comprehensive system of supervision, performance evaluation and staff development is provided for staff members in the division
  • Identify areas of division operations in need of change to foster increased quality and/or efficiency and initiate actions required to bring about the desired change
  • Recommend changes in staffing of the division to ensure organizational alignment
Budgetary Responsibilities
  • Oversee the development and management of multiple complex budgets
  • Work with division leadership to develop products and services that generate revenue
  • Conduct regular budget review with assigned departments
  • Work with staff members, clients and others as appropriate to secure supplemental funding
  • Thoroughly review grants, contracts, and other materials before signature
