Template for Estimating State Aid
This Excel template is designed to help develop annual budgets, monitor over/under state aid payments during the year, and for long-range planning, as it typically gives users the ability to project state aid for at least four subsequent school years. Developed and maintained by Omar Garcia of BOK Financial Securities, Inc., we are the sole source provider of this template and have been granted permission to share exclusively.
Current Releases
HB 2 Template: R7 Dated 02/16/2026
This release can now be used to mirror TEA’s results now that the 25-26 Summary of Finances has been updated with actual MCRs and tax rates, as well as with budgeted tax collections. Given the same data, the template’s results should be the same as the SOF results given the same data, but only on the M&O side (see Notes tab). As always, stay tuned.
Previous Releases
Previous releases from the 2025-2026 fiscal year will be available until March 2027.
HB 2 Template: R6 Dated 02/02/2026. This release primarily loads the Comptroller’s preliminary 2025 values as well as the two frozen levies that are used for the 25-26 school year (see Notes tab).
HB 2 Template: R5 Dated 01/09/2026. This release fixes some issues with the calculations of the ASAHE for M&O allotments (see Notes tab).
HB 2 Template: R3 Dated 10/27/2025. This release is mostly a clean-up of data no longer used, resulting in a significant reduction in the size of the file (see Notes tab).
HB 2 Template: R2 Dated 09/29/2025, This release just fixes the issues on the Report-SOF2526-HB2 tab related to EDA.
R8 Dated 08/18/2025, This release only applies to the calculation of the Early Education Allotment. Please read the Notes tab. Again, please be advised that all the calculations are subject to change, so as always, be on the lookout for future releases as TEA releases new HB 2 implementation information.
R7 Dated 08/05/2025, This release just fixes the way the possible reduction to the I&S hold harmless amount, Part 1 of 4, was being calculated. (please read the Notes tab). R6 Dated 08/01/2025, This release consists of two major changes, one of which only pertains to districts along the Texas coast, and the other relates to ASAHE for Facilities (please read the Notes tab).
