ESC Region 13, in compliance with state law, often solicits products, services, and contract consultants through competitive purchasing utilizing RFPs and RFQs.

Current, open requests are posted below. Due dates and submission requirements are detailed in each separate request. ESC contact information is also listed in each separate request.

Qualified vendors and individuals are encouraged to submit.

    RFQ# 2021-01-22

    ISSUE DATE: January 22, 2021

    The Technology Services RFQ is an on-going RFQ that will close and re-open throughout the 2020-2021 school year. Proposals will be accepted on an on-going basis and forwarded to the evaluation team on February 9, 2021, April 9, 2021, June 4, 2021, and August 6, 2021. Additional dates for School Year (SY) 2021-2022 will be determined in August 2021. See Section 1.06 for Key Dates.

    PROPOSAL ITEM: Education Service Center (ESC) Region 13 issues this Request for Qualifications (RFQ) to pre-qualify vendors to assist ESC 13 in providing technology services to its clients. These services include, but are not limited to: (1) designing and implementing websites; (2) technology project management; (3) online course instructional design; and/or (4) application development, maintenance, and support. Vendors may apply to be pre-qualified to provide expertise in this work.

    An applicant may be an individual, a group, or a company.

    • Individual applicants will present their experience with relevant and/or similar projects.
    • A company may be pre-qualified based on the qualifications of each consultant, including subcontractors. A consultant who is included as an employee or as a subcontractor of a company may also apply as an individual applicant.

    The timeline for this project is February 2021 – August 31, 2022.

  • RFQ# 2021-02-16A

    ISSUE DATE: February 16, 2021

    PROPOSAL ITEM: Education Service Center Region 13 is seeking proposals from vendors to provide Personal Protective Equipment (PPE) to Texas Local Education Agencies (LEA), Charter Schools and Private Schools to protect staff, students and campus visitors. PPE are used every day by healthcare personnel (HCP) to protect themselves, patients, and others when providing care. As district staff return to the classroom to serve students and families, it is essential that staff and students are protected. PPE will help protect staff and students from potentially infectious diseases and other potentially dangerous substances.

    The focus of this procurement is for the ordering, availability, delivery and replenishment of the following PPE items including, but not limited to, the following: facemasks, isolation gowns, eye protection, gloves, sanitizers and disinfectants, and physical barriers that are readily usable in a classroom or school environment.

    The timeline for this project is April 2021 – August 31, 2022.

    ISSUE DATE: February 16, 2021

    PROPOSAL ITEM: The purpose of the Request for Qualifications (RFQ) is to obtain the services of a public accounting firm for the annual audit for fiscal year 2021. The organization-wide audit will encompass the basic financial statements, the required supplementary information and other schedules for the Center for the fiscal year ending August 31, 2021. The audit is to be performed in accordance with generally accepted government auditing standards contained in the Texas EducationAgency Financial Accountability System Resource Guide.

    PROPOSAL ITEM: On behalf of the Texas Education Agency (TEA), Education Service Center Region 13 is seeking proposals to provide one or more of the following:

    1. A district charter school support provider to district charter operators
    2. A charter school incubator firm to develop a charter pipeline

    ISSUE DATE: February 5, 2021

    PROPOSAL ITEM: On behalf of the Texas Education Agency (TEA), Education Service Center Region 13 is seeking proposals to provide the Texas Authorizer Leadership Academy (TALA). TALA is intended to improve district charter authorizing practices and orient district leaders to replication and expansion strategies for maximizing the number of students served in high-quality schools.

    The timeline for this project is April 2021 through September 2025.

    PROPOSAL ITEM:

    Request for Qualifications (RFQ) to solicit qualified applicants to serve as one or more of the following:

    1. An Executive Advisor Firm (“Firm”) to the superintendents and Chief Innovation Officers of school districts participating in the System of Great Schools (SGS) Network.
    2. A Technical Assistance provider for a district recipient of the School Action Fund (SAF) Cycle 4 and beyond.
