Achieving Federal Grant Management Success: Mastering Internal Controls and Refreshing Your Knowledge of the Required Written Policies and Procedures
Join us for an interactive workshop to refresh and update your understanding of the Education Department General Administrative Regulations (EDGAR), Uniform Grant Guidance (UGG), Internal Controls, and TEA’s Federal Fiscal Monitoring requirements. Does your LEA want to self-certify for a micro-purchase threshold above $15,000 and you must complete an internal organizational risk assessment because your LEA is not required to conduct a Single Audit? Attend this workshop to receive the resources and knowledge needed for your LEA to conduct an internal organizational risk assessment of your internal controls to identify, mitigate, and manage financial risk. Also, as an LEA receiving federal funds, strong and effective internal controls in one of the organization-wide pillars required for state and federal grant management. By the end of this workshop, you will feel confident in your ability to maintain compliance and renew effective internal controls for your LEA.

Learning Objectives:
- Understand EDGAR and UGG and their significance in federal grant compliance and administration.
- Learn practical tips and tools for implementing these regulations in your day-to-day operations, regardless of your level of experience.
- Identify areas for potential policy and procedure updates based upon prior approval changes from July 2025 and procurement threshold changes from November 2025.
- Understand the purpose and three types of internal controls and their relevance to grant management.
- Enhance efficiency by knowing how to build effective internal controls.
- Familiarize yourself with TEA's Risk Assessment Criteria and the new Federal Fiscal Compliance Monitoring Protocol and understand their connection.
Please come prepared to participate in this working session by:
- Knowing where and how to access any existing documented internal controls within your LEA.
- Familiarizing yourself with your current written grant and financial policies and procedures.
- Being ready to discuss your current internal controls for ESSA federal grant compliance and potential areas for improvement.
Consider being prepared to participate in the discussion of these questions:
- What enhancements do you think you may need to make to your previous practices in light of recent changes in regulations?
- How might the information provided in this workshop inform updates to your policies and procedures?
- What internal controls do you currently have in place for federal grant compliance and how can they be improved?
Recommendation for who should attend from your LEA: We recommend you have a team attendance of the key stakeholders involved in the financial and grant management requirements. This could include your federal program/grant manager/director, your business manager or CFO, your accounting personnel, your procurement or purchasing staff, and/or a superintendent responsible for approving and authorizing these activities.
