The Content Learning District Partnership Plan offers districts a structured, yearlong professional learning experience grounded in planning cycles and student data. By forming district partnerships, this service delivers cost-effective, content-specific PD in cohorts that build collaboration, consistency, and instructional depth across the academic year.
Cohorts (up to 25 participants) are organized by grade level band and content area and are made up of smaller district or campus-based teams (up to 5 participants on each team). Each cohort remains together for the full year, aligning professional learning to district planning cycles and student data.
Each cohort receives learning specific to either Bluebonnet internalization or district designated HQIM tailored to their content.

- Especially beneficial for districts not participating in LASO 4*.
- Cohort participants include K–5 and 6–12 teachers in Math, Science, RLA, and Social Studies
*LASO 4 grant recipients may opt to receive support from Region 13’s LIFT department.

Bluebonnet Internalization Cohort:
All learning will maintain fidelity with TEA expectations of internalization with ESC staff trained in Bluebonnet tenets.

Cost
Maximum cost is $6,000 for a district to enroll 5 educators to the cohort. As districts sign up and cohorts are created, the cost could drop to $3,600 per district enrollment. The goal is to have three to five districts (or campuses) enrolled to have a fully functioning cohort.

For instructional alignment purposes, larger districts can enroll as a single-district cohort – with individual teams based on campus.
