Quality Programs for the Visually Impaired (QPVI) is a detailed program review for school districts to develop and/or improve their services for students with visual impairments (VI) by establishing standards of practice and program accountability. QPVI incorporates the knowledge and experience of district VI staff members and administrators in analyzing the data and setting program standards.


Our trained facilitators bring objectivity to the district’s practices, offer support to remove barriers for positive outcomes, and guide you through the process of providing services for students with visual impairments. The QPVI process requires a 1-2 year commitment from a district and addresses the following topics:

  • Developing of master List
  • Reviewing of basic itinerant skills
  • Establishing consistency in determining eligibility
  • Supporting collaborative consultation skills
  • Developing consistent assessment report formats
  • Determining the appropriate type and amount of services
  • Building consistency in expanded core curriculum assessments
  • Developing appropriate IEP goals and objectives based on data
  • Defining roles and responsibilities
  • Caseload analysis
