Template for Estimating State Aid - Historical Archive
This page is a historical archive of the excel template designed to help develop annual budgets, monitor over/under state aid payments during the year, and for long-range planning, as it typically gives users the ability to project state aid for at least four subsequent school years. Developed and maintained by Omar Garcia of BOK Financial Securities, Inc., we are the sole source provider of this template and have been granted permission to share exclusively. Release 3 dated 02/01/2023 loads the Comptroller’s preliminary tax year 2022 values and incorporates some proposed changes to the Tier II golden penny yield and the district’s MCR effective with the 23-24 school year. As always, stay tuned for any further developments.
Release 2 dated 01/04/2023 primarily applies to districts that get the Formula Transition Grant, but other minor updates are made as well (see Notes tab). As always, stay tuned for any further developments.
Release 1 dated 12/01/2022 primarily deletes the 20-21 year/column and adds a 26-27 year/column. Other minor updates are made as well (see Notes tab). As always, stay tuned for any further developments.
Release 8 dated 08/17/2022 loads the final tax year 2021 Comptroller property values and corrects a wrong cell reference related to ASAHE (see Notes). As always, stay tuned for any further developments.
Release 7 dated 08/04/2022 allows the user to enter their TEA-approved MCR for the 2022-23 school year. Other not as significant changes have been made as well (see Notes). As always, stay tuned for any further developments.
Release 6 dated 06/09/2022 makes some corrections to the Rate to Maintain calculations and also revises the data used in the calculation of the Available School Fund amount for 21-22 in accordance with TEA’s latest Summary of Finances (see Notes). As always, stay tuned for any further developments.
Release 5 dated 5/20/2022 updates the MCR for some districts and makes various other fixes, two of which pertain to the Rate to Maintain and Notice tabs that will soon be needed by 7/1 fiscal-year districts (see Notes tab). The Notes tab also discusses TEA’s recently-released MCR template. As always, stay tuned for any further developments.
Release 4 dated 04/03/2022 incorporates my understanding of the methodology currently laid out by TEA regarding the attendance rate hold harmless for the 2021-22 school year. Also, the Fast Growth Allotment for qualifying districts has been loaded for the 2022-23 school year. In addition, the ASAHE for M&O was not working correctly and has been fixed. Other minor changes were made as well (See Notes tab).
Release 3 dated 02/07/2022 is now available for download. This release loads the Comptroller’s 2021 preliminary values and makes other minor changes as well (See Notes tab).
Release 2 dated 01/17/2022 makes the Additional State Aid for Homestead Exemption that begins with the 22-23 school year an offset against the Formula Transition Grant, if applicable - other minor changes were made as well (See Notes tab).
Release 1A is an addendum to Release 1 dated 12/08/2021. The notes to that release informed users that there were about 100 districts that had no certified values for tax year 2020. Those values have now been released and are now loaded. There is no need for the 900 or so districts to use Release 1A, as there is no difference except for those 2020 tax year values that have now been loaded.
Omar Garcia with BOK Financial Securities has started a new series of the template (release 1 dated 12/1/2021) that is now available for download. This new release incorporates the provisions in SB 1 related to the increase in the homestead exemption from $25K to $40K beginning with the 2022-23 school year, and also incorporates the ADA hold harmless provision recently announced by TEA for the 21-22 school year (please read the details for both on the Notes tab). Omar Garcia with BOK Financial Securities has started a new series (release 2 dated 10/26/2021) of the template that is now available for download. This new release corrects issues with the 20-21 Formula Transition Grant (see Notes tab). Also, the 20-21 ADA that is being used in 21-22 for ASF purposes has been auto-loaded and will match the ADA that TEA is currently using. This new release allows the user to enter their TEA-approved MCR and once entered, the maximum M&O tax rate allowed without voter approval will be calculated. This new release corrects issues with the Fast Growth Allotment and reinstates the Tuition Allotment for districts that do not teach all grades and pays tuition. If the Fast Growth Allotment does not apply to you or you are not a district that the Tuition Allotment applies to, there is no need to run this release. This new release adds a data entry cell for the TEA-approved Maximum Compressed Rate (MCR), which is the district’s approved Tier I compressed tax rate.. A new release (Release 3 dated 5/30/17) is now available for download. This new release incorporates the few school finance provisions enacted by the 85th Legislative Session, as far as what is known as of this date (see the Notes tab). The Effective M&O Tax Rate/Notice calculations are now incorporated into this release as well. As always, please stay tuned for any new developments.
A new release (Release 2 dated 2/3/17) is now available that incorporates the recent TEA ruling regarding the local optional homestead exemption.
Please keep in mind that the calculations are subject to change after TEA generates a 2016-17 Summary of Finances incorporating the necessary changes.

A new template (release 2 dated 6/3/15) is now available for download. This version makes some necessary corrections to Release 1 and reflects the changes made by the 84th Legislative Session as I understand them as of the date of this new release. Please read the ‘Notes1’ tab and stay tuned in case I am further enlightened. The hold harmless provisions related to the additional $10,000 homestead exemption have not been factored into this release and will require another release once the methodology for the calculations have been determined.
A new template (release 6C dated 5/7/15) is now available for download. This version just drops off the 2012-13 school year and adds years thru 2019-20. On the Assumptions' tab, you will see the change to the Tier II "golden penny" yield currently proposed for 2015-16 and 2016-17. If you wish to see the impact, just change the current $61.86 to the proposed rate and compare before and after. There probably won't be another release until after the Session(s), unless of course someone finds a problem with this one.
A new template (release 5 dated 5/22/14) is now available for download. This template is basically the same as the previous Release except that the estimated allotment rate for the TRS employer contribution assistance has been changed from $67.55 to $67.43 and the per capita rate for 2014-15 has been changed from $375 to $258.

This template is basically the same as the previous Release except that the estimated allotment for the TRS employer contribution assistance has been added to the 2014-15 school year. The allotment can be found on the 2014-15 'Other Programs Detail Report' (to get there, click on the 'Other Programs' link found on Line 44 of the 'Report-SOF1415' tab.
A new template (release 3 dated 11/4/13) is now available for download. This template is basically the same as the previous Release 2 except the 2013-14 per capita rate has been changed to $256.125 in accordance with the latest rate set by the SBOE. The transportation adjustment (can be positive or negative) that is included in the calculation of target revenue has been made applicable to Chapter 41 districts in accordance with the final rules adopted by the commissioner related to Additional State Aid for Tax Reduction. Previously, this adjustment had only applied to Chapter 42 districts.

Release 4 dated 12/13/11 is still available for download should the district want to reconcile the 2010-11 final Summary of Finance with the template.
A new template that reflects the school finance provisions contained in SB 1 for the 2011-12 and 2012-13 school years is now available (release 4 dated 8/3/11). The template can also be used for the 2010-11 school year as well, as it reflects the latest from TEA for that year (ADA decline adjustment and property value decline adjustment will not be made). As usual, please check periodically for updates.
A new HB 3646 template (release 2 dated 2/10/10) has been developed with new users in mind. It is the same as the HB 3646 template linked in the first paragraph, except that it has been expanded to include descriptions about the data being entered and explanations of some of the calculations
A new manual worksheet that contains the HB 3646 state aid calculations for 2009-10 (Release 1, dated 9/18/09) is now available for download.
A new "reality check - part 3" state aid template (Release 4 dated 4/2/09) that includes the 2009-10 and 2010-11 school years is now available for download. This template is the same as the previous "reality check - part 2" template, except that the 2010-11 school year has been added.
A new "reality check" state aid template (2008-09 only - Release 2 dated 10/6/08) is now available for download. This template will auto-load all the data needed for state aid calculations, using "LPE" data from the Summary of Finances. A column has been added to allow the user to enter the latest, "real" data available so that a side-by-side comparison can be made between the state aid being used for cash flow purposes and the estimated earned amount of state aid.
Woody Brewton, Region 12, has developed a template designed to assist districts in meeting the recording requirements of HB 3693, which relates to reducing energy consumption.
A version of the 2010-11 Financial Integrity Rating System of Texas (FIRST) template (Release 1 dated 2/10/2011) that uses 2009-29 data is now available for download.
Woody Brewton, a Field Service Agent at Region 13 ESC, has expanded the 2008-09 state aid template to incorporate actual attendance data after each six weeks.
